City of Norwich - Human Services

Office hours: Mondays through Fridays 8:30am - 4:30pm. Provides rental assistance for Norwich residents when funds are available. Human Services provides a variety of services to low income residents in need of assistance. This assistance includes those such as emergency rent/mortgage assistance and heat and utility assistance. Applicants must meet all eligibility requirements and funding must be available to provide assistance.
